ব্যবহারকারীর স্বাধীনতা ও অধিকারের জন্য ইনডিপেনডেন্ট বাংলা’র নীতি:
ইনডিপেনডেন্ট বাংলা একটি দ্বি-ভাষী সাহিত্য সাময়িকী, যা মত প্রকাশের স্বাধীনতার পাশাপাশি মানুষের গোপনীয়তার অধিকার এবং মর্যাদা ও নিরাপত্তার সাথে বেঁচে থাকার অধিকার সম্পর্কিত সর্বজনীন অধিকারসমূহতে বিশ্বাস করে। এ সাময়িকীটি জাতিসংঘ-ঘোষিত সর্বজনীন মানবাধিকার সনদের মূল্যবোধকে সম্মান করে এবং সমর্থন করে, বিশেষ করে এ সনদের ৩য় (জীবনের অধিকার, স্বাধীনতা এবং নিরাপত্তা), ১২শ (গোপনীয়তার অধিকার), ১৮শ (চিন্তার স্বাধীনতার অধিকার), ১৯তম ( মত প্রকাশের স্বাধীনতার অধিকার) এবং ৩০তম (শান্তি রক্ষার গুরুত্ব) অনুচ্ছেদকে গুরুত্বের সাথে বিবেচনা করে। এ সাময়িকীটি গণপ্রজাতন্ত্রী বাংলাদেশের সংবিধানকে (বিশেষ করে সংবিধানের ৩২তম, ৩৯তম এবং ৪৩তম অনুচ্ছেদকে) শ্রদ্ধার সঙ্গে মান্য করে।
এই সাময়িকীটি বৃহৎ পরিসরে জ্ঞানসৃষ্টি, জ্ঞানের বিকাশ ও মুক্ত চিন্তার প্রসারের মাধ্যমে পরিচালিত সাহিত্য আন্দোলনের বাংলাদেশের জাতীয় ও আন্তর্জাতিক এজেন্ডা, যেমন, এসডিজি, রূপকল্প ২০৪১, ব-দ্বীপ পরিকল্পনা ২১০০, দুর্যোগ হ্রাসের জন্য সেন্ডাই ফ্রেমওয়ার্ক, ২০৫০ সালের মধ্যে নেট জিরো নির্গমন ইত্যাদি অর্জনে অবদান রাখতে ইচ্ছা পোষণ করে।
এমন প্রেক্ষাপটে ইনডিপেনডেন্ট বাংলা নিম্নলিখিত নীতিগুলি গ্রহণ করেছে:
সাধারণ ব্যবহারকারীর জন্য স্বাধীন বাংলার স্বাধীনতা ও অধিকার নীতি:
১. ইনডিপেনডেন্ট বাংলা’র ওয়েবসাইটের লেখক ছাড়া অন্য ব্যবহারকারীদের আর্থিক/ গুরুতর গোপনীয় তথ্য সংগ্রহ করবে না।
২. ইনডিপেনডেন্ট বাংলা এমন কোনো সাধারণ পাঠকের দর্শকদের কোনো পরিচয়মূলক তথ্য সংগ্রহ করবে না, যারা (ক) কোনো মন্তব্য করেন না (খ) কোনো ভোটে অংশগ্রহণ করেন না (গ) কোনো প্ল্যাটফর্মে কিছু লেখেন না।
৩. ইনডিপেনডেন্ট বাংলা শুধু তখনই একজন ব্যবহারকারীর (যেমন_ নাম, ইমেল ঠিকানা, ইত্যাদি) সম্পর্কে তথ্য সংগ্রহ করবে যখন (ক) সে একটি মন্তব্য করবে, (খ) একটি অনলাইন পোলের জন্য ভোট দেবে বা (গ) ইনডিপেনডেন্ট বাংলার যেকোনো প্ল্যাটফর্মে কিছু লিখবে। যাইহোক, ইন্ডিপেন্ডেন্ট বাংলার কোনো ব্যবহারকারী উক্ত ওয়েবসাইটে তার নাম এবং পরিচয় প্রকাশ করা / না-করার ব্যাপারে স্বাধীন থাকবে। ব্যবহারকারী তার পরিচয় প্রকাশ না করেও উপরে উল্লিখিত ক্রিয়াকলাপগুলি সম্পাদন করতে পারবে।
৪. ইনডিপেনডেন্ট বাংলা সাধারণ ব্যবহারকারীদের পরিচয় সর্বোচ্চ এক বছরের জন্য সংরক্ষণ করবে। সংগৃহীত তথ্য কোনো তৃতীয় পক্ষকে ইনডিপেনডেন্ট বাংলা সরবরাহ করবে না। তবে, যদি কোনো ব্যবহারকারী কোনো সাইবার অপরাধ, মানবতার বিরুদ্ধে অপরাধ, সন্ত্রাসবাদের অপরাধ বা গণপ্রজাতন্ত্রী বাংলাদেশের আইনে সংজ্ঞায়িত অন্য কোনো অপরাধের জন্য ইনডিপেনডেন্ট বাংলার কোনো প্ল্যাটফর্ম ব্যবহার করেন, ইনডিপেনডেন্ট বাংলা শুধু সেই ক্ষেত্রে সেই নির্দিষ্ট ব্যবহারকারীর প্রয়োজনীয় তথ্য বাংলাদেশের আইন-শৃঙ্খলা রক্ষাকারী কর্তৃপক্ষকে প্রদান করে দেশের আইন-শৃঙ্খলা সমুন্নত রাখতে সাহায্য করবে।
৫. ইনডিপেনডেন্ট বাংলা গবেষণার উদ্দেশ্যে ব্যবহারকারীর তথ্য ব্যবহারের অধিকার সংরক্ষণ করে। তবে, ব্যবহারকারীর অনুমতি ব্যতীরেকে ইনডিপেনডেন্ট বাংলা কোনো ব্যক্তিগত তথ্য জনসমক্ষে উন্মোচন করবে না।
লেখকদের জন্য ইনডিপেনডেন্ট বাংলার স্বাধীনতা ও অধিকার নীতি:
১. ইনডিপেনডেন্ট বাংলা সম্পাদকীয় বোর্ড সকল লেখকের শনাক্তকারী তথ্য (যেমন- নাম, বর্তমান ঠিকানা, স্থায়ী ঠিকানা, ই-মেইল ঠিকানা, ইত্যাদি) সংগ্রহ ও সংরক্ষণ করবে । সম্পাদনা বোর্ড এসকল তথ্য কোনো তৃতীয় পক্ষকে না দেয়ার ব্যাপারে দৃঢ়ভাবে প্রতিশ্রুতি দেয়। তবে, বোর্ড গণপ্রজাতন্ত্রী বাংলাদেশের আইনে সংজ্ঞায়িত যেকোন অপরাধমূলক অপরাধের ক্ষেত্রে (নির্ভুল তদন্তের স্বার্থে দেশে প্রচলিত আইন অনুযায়ী) সেই তথ্য ব্যবহার করার অধিকার সংরক্ষণ করে।
২. প্রতিটি লেখক তার প্রবন্ধ, কবিতা, ছোটগল্প, ইত্যাদি রচিত রচনাগুলির কপিরাইট মুক্তাত্মা সমিতির সাথে যৌথভাবে সংরক্ষণ করেন। সুতরাং, যেসব লেখা লেখকের নিজের দ্বারা সংশ্লিষ্ট লেখকের নিজস্ব অ্যাকাউন্ট দ্বারা প্রকাশিত, সেইসব প্রকাশনার প্রতিটির দায়িত্ব অবশ্যই সংশ্লিষ্ট লেখকের। স্মর্তব্য যে, মুক্তাত্মা সমিতির পক্ষে ইনডিপেনডেন্ট বাংলা সম্পাদকীয় বোর্ড শুধু প্রকাশিত লেখার ব্যাকরণগত বিষয়গুলি দেখাশোনা করে।
৩. ইনডিপেনডেন্ট সম্পাদকীয় বোর্ডের অ্যাকাউন্ট থেকে প্রকাশিত প্রতিবেদনের স্বত্ব ও দায়িত্ব মুক্তাত্মা সমিতির পক্ষে স্বাধীন বাংলা সম্পাদকীয় বোর্ড-এর ওপর বর্তায়।
The Independent Bangla Policy for the Freedom & Rights of the User:
The Independent Bangla, a bi-lingual literary magazine, believes in the universal norms regarding freedom of expression as well as people’s right to privacy and the right to live with dignity and safety. The magazine respects and upholds the values of the Universal Human Right Charter, especially emphasizing its 3rd (the right to live, liberty, and security), 12th (right to privacy), 18th (right to freedom of thought), 19th (right to freedom of expression) and 30th (the importance of protecting peace) articles; and the Constitution of the People’s Republic of Bangladesh, especially emphasizing its 32nd, 39th and 43rd articles.
The magazine aspires to contribute to earning international agendas, e.g., SDGs, Sendai Framework for Disaster Reduction, Net Zero GHG emission by 2050, etc. by promoting knowledge and awareness in the form of the literary movement.
Hence, the Independent Bangla adopts the following policies:
Independent Bangla’s Freedom and Rights Policy for General Users:
1. The Independent Bangla will not collect any identification of the general viewers who (a) do not make any comment (b) participate in any poll (c) write something on any platform.
2. The Independent Bangla will not collect any financial information of the users other than the authors of its website.
3. The Independent Bangla will collect information about a user (e.g., name, email address) only when he/she makes a comment, vote for an online poll or write something on any platform of the Independent Bangla. However, the Independent will allow a user to perform the above-mentioned activities without publishing the name and identities for the public.
4. The Independent Bangla will preserve the identity of the general users for not more than a year, and the Independent Bangla promises not to provide the information to any third party. However, if any user uses any platform of Independent Bangla for any cybercrime, crime against humanity, crime of terrorism, or any other crime defined in the laws of the People’s Republic of Bangladesh, the Independent Bangla will collect all necessary information of that particular user to help the law-enforcing agencies of Bangladesh.
5. The Independent Bangla preserves the right to use all kinds of users’ information for its research purpose.
Independent Bangla’s Freedom and Rights Policy for The Authors:
1. The Independent Bangla Editorial Board will collect and preserve all identical information (e.g., name, current address, permanent address, e-mail address, etc.) of all sorts of authors and the board promises not to provide the information to any third party. However, the board preserves its right to use that information in case of any cognizable criminal offenses as defined in the laws of the People’s Republic of Bangladesh.
2. Each author preserves the copyright of his/her essays, poems, short stories, etc. authored works, along with the Muktatma Samiti. Hence, these items are published by the respective author’s account by the author himself/ herself. Every responsibility of the items published by the author himself must be taken by the respective author, and not the Independent Bangla editorial board whose responsibility is to look after the grammatical issues only.
3. The Independent Bangla Editorial Board, on behalf of the Muktatma Samiti, preserves the copyright and takes all responsibility for the reports published from the Independent Bangla Editorial Board account.
